Don't allow an AP invoice to be paid if PO lines are not received

Currently we cannot enter an invoice unless it's fully received because JobBoss will not stop it from being paid - it only gives a warning upon entering but then nothing to stop us from paying it. The system should have a preference to say DO NOT PAY UNRECEIVED INVOICES. If anyone has a work around let me know. Kelly.Pierce@aerometals.aero
