Implement DPI Awareness mode Per Monitor V2

Implementing this would address all scaling issues with JobBOSS on displays that use DPI of higher the 96 DPI. It would look correct no matter the DPI of the display. Also would allow for screen resolution changes without messing up the scaling of the main window and dialog boxes or requiring a restart of the computer.
