Use commas in the number field

Restrict the pull down list for Shifts to only the ones that have Employees assigned to them in Time Variance Edit.
Currently the entire list shows up on the Pull Down menu in Time Variance Edit. This is not the case with the Attendance module. It would be nice if this feature was applied to in Time Variance Edit as well.
