Currently, an employee can entery a scrap amount and elect NOT to enter a reason code in DataCollection. This is important data for each employee to validate during their time entry process and part of our AS9100 requirements to track.

** Add a button to System Admin Preferances to allow us to make chosing a scrap or rework reason mandatory for DataCollection and time entry in general.
